On the afternoon of December 4, 2025, the "Film and Television Industry Investment Promotion and Signing Conference", a major event of the 7th Hainan Island International Film Festival (HIIFF), was grandly held in Sanya. The event kicked off with a warm opening by host Li Kun. Wang Qiyang, Member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Sanya Municipal Party Committee, delivered the welcome speech first. Wang Qiyang pointed out that on December 18 this year, the Hainan Free Trade Port will officially launch its customs closure operation. This is a landmark measure for our country to unswervingly expand high-level opening-up and promote the construction of an open world economy, which will inevitably produce major and far-reaching international and domestic impacts. Subsequently, Chen Jiyang, Executive Deputy Minister of the Publicity Department of the Hainan Provincial Party Committee and Director of the Provincial Film Bureau, took the stage to promote the development opportunities of Hainan's film and television industry. Chen Jiyang stated that since the successful holding of the first HIIFF in 2018, with the strong support from all sectors of society, especially friends in the film, television, and media industries, HIIFF has continuously innovated and developed, attracting an increasing number of outstanding domestic and international film industry elites to gather in Sanya, promoting the diverse integration of film art, and becoming an important platform for promoting cultural exchange and mutual learning between China and foreign countries. Sanya is earnestly studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party and the spirit of the important speech made by General Secretary Xi Jinping when listening to the work report on the construction of the Hainan Free Trade Port. Centering on the high-standard construction of the Hainan Free Trade Port, Sanya is vigorously promoting the implementation and landing of various core policies, striving to create a market-oriented, law-based, and internationalized first-class business environment, attracting more high-quality film and television enterprises to settle in, and promoting the prosperity and development of the film industry. Fan Weizheng, Vice Mayor of the Sanya Municipal People's Government, then took the stage to interpret the new opportunities for film and television industry investment in Sanya under the background of the Hainan Free Trade Port. Fan Weizheng stated that Sanya integrates the policy dividends of the free trade port, top-tier natural endowments, island-wide filming locations, high-end industrial supporting facilities, a vigorous consumer market, and an efficient business environment, making it a treasure land for investment and development in the film and television industry. He invited global producers, directors, film and television production companies, technology enterprises, investment institutions, talent studios, and related enterprises to set up headquarters, branches, or permanent offices in Sanya, pay attention to and invest in Sanya's film and television projects, and jointly participate in the comprehensive development of film and television tourism.
Afterwards, Xue Ye, Director of the Comprehensive Broadcasting Department of the Haikou Municipal Converged Media Center; Li Ciming, Deputy Secretary-General of the Danzhou Municipal Party Committee; and Ren Hengwei, Vice County Mayor of Lingshui Li Autonomous County, also represented their respective cities and counties, showcasing the characteristic advantages and investment directions of each region in areas such as film and television base construction, location resources, supporting services, and regional cooperation, jointly outlining a picture of the film and television industry featuring island-wide linkage, coordinated development, and resource sharing in Hainan.

After the promotion segment, the conference entered the centralized signing ceremony. The signing was conducted in three batches, covering multiple fields such as film and television production, technology integration, copyright trading, international co-production, talent cultivation, and park operation. Guest representatives from government institutions, domestic and overseas film and television, venture capital, technology, festivals and exhibitions, and other industries took the stage to sign. Multiple attending leaders, entrepreneurs, and international guests took the stage to witness the signing ceremony and took group photos with the signing representatives.

The Thai delegation took the stage first, introducing Thailand's professional advantages in film production and expressing their desire to deepen cooperation with Hainan in areas such as film and television cultural exchange and co-production.
Cui Ying, Director of the National Operations Center for Stage Plays of the Hainan Trusted Copyright Chain, subsequently took the stage to share under the theme "Blockchain + Copyright Empowering the High-Quality Development of the Film Industry", highlighting how blockchain technology can provide comprehensive protection for intellectual property rights and empower the content industry.
The successful holding of this Film and Television Industry Investment Promotion and Signing Conference marks another solid step forward for Hainan in the process of building a highland for international film and television industry cooperation and creating a global film and television innovation hub.
