The 5th Hainan Island International Film Festival (HIIFF) is currently underway. Recently, the Interim Measures for Supporting and Rewarding Excellent Film Creation, Production, and Dissemination Projects in Hainan Province (hereinafter referred to as the Measures) were officially promulgated and implemented. With five categories of support and reward targets and nine support and reward criteria, Hainan is providing substantial financial support to encourage the creation, production, and dissemination of more outstanding works featuring profound themes, exquisite artistry, and superb production. In the form of cinematic art, these works will fully showcase Hainan's cultural history, natural scenery, and development achievements, tell the story of the Hainan Free Trade Port well, and promote the prosperity and development of Hainan's film industry.
According to the Measures, film projects include various domestic feature films, opera films, animated films, documentary films, and science and educational films (including Sino-foreign co-productions of all the above types).
Targets for support and rewards: First, film creation projects expected to generate significant social impact; Second, film works representing Hainan in major national artistic selections, competitions, and film festivals hosted by departments such as the Publicity Department of the CPC Central Committee, the National Film Administration, the Ministry of Culture and Tourism, and the China Federation of Literary and Art Circles, or in widely recognized major international competitions and mainstream film festivals, which are expected to win or have already won major awards; Third, projects with Hainan themes and elements as their main creative content, whose works primarily showcase Hainan's cultural history, natural scenery, and development achievements, and have a significant impact and promotional effect on publicizing Hainan and enhancing its image and cultural visibility; Fourth, films broadcast on China Media Group or released and screened in mainstream cinema chains with good box office results and positive social benefits; Fifth, other special projects not listed in the Measures, which will be supported or rewarded on a case-by-case basis.
The support and reward criteria include support for film creation, support for film premieres, support for key projects, rewards for domestic box office, rewards for overseas box office, broadcast rewards, rewards for winning national awards, rewards for winning international film festival awards, and rewards for winning other domestic film festival awards.
In addition, the Measures also set requirements for application eligibility: for projects applying for film creation support, the applicant must be a film and television enterprise with independent legal entity status; for other support and reward projects, the applicant must be an entity registered in Hainan Province with independent legal entity status; the applicant for a support or reward project must have legitimate property rights over the project, with no property disputes. If the project applying for a reward involves collaboration among multiple entities (or individuals), the applicant must be the lead producer (for projects jointly participating in the selection for the Five One Project Award of the Publicity Department of the CPC Central Committee on behalf of the province, a co-producer may be the applicant).
It is reported that entities eligible to apply for support and reward projects must submit applications to the Publicity Department of the CPC Hainan Provincial Committee and provide relevant materials according to the application guidelines. For violations such as falsification, plagiarism, misappropriation of funds, withdrawal from the project, transfer of record-filing, failure to start shooting a key project within 1 year, and failure to complete filming and distribution within 2 years, penalties will be imposed based on the severity of the circumstances, including public notices, disqualification from funding, recovery of funding, and disqualification from applying for new projects for five years. If violations of national laws and regulations are involved, legal responsibilities will be pursued in accordance with the law.
